Description
Under general supervision from the Development Services Director, performs plan reviews and inspections of new and existing residential, commercial and industrial structures to ensure compliance with codes, ordinances and regulations; oversees issuance of permits; performs code enforcement through issuance of warning notices, stop work orders, correction notices and associated fines.

Examples of Duties:
The intent of this job description is to provide a representative summary of the primary duties and responsibilities performed by incumbents in this position. Incumbents may not be required to perform all duties in this description, and incumbents may be required to perform position-specific tasks other than those listed in this job description.
• Oversees County building permit processes; including issuance of County building permits, collection of fees and record-keeping procedures
• Reviews/approves plans and permits
• Inspects new and existing properties and materials for compliance with plans, specifications, ordinances and codes
• Identifies and documents building violations; prepares and issues 'notices to comply' and/or citations; documents actions; follows up on all correction action by reviewing and re-inspecting construction sites; testifies in court as needed
• Directs and Coordinates the work of building inspectors
• Responds to questions and complaints regarding building codes and regulations, inspection schedules, inspection results and code compliance requirements;
• Conducts investigation and enforcement of alleged violations of building and construction laws in coordination with the County Commission and the States Attorney
• Ensures County building codes and permit issuance regulations conform with established standards and guidelines; modifies and presents changes for approval before the Williams County Board of Commissioners as needed
• Confers with and provides information to developers, engineers, architects, property owners, contractors and others regarding code requirements and alternatives; resolves complaints and problems
• Maintains construction/building inspection files and logs; prepares reports, correspondence and requests for progress
• Provides support for Planning and Zoning Commission; represents the County in building code and enforcement matters with other governmental agencies, including cities within the County
• Monitors and maintains records, files, and documentation.
• Maintains confidentiality of non-public records and makes available all data and information deemed a public record by the North Dakota Century Code.

Basic Qualifications:

• High School diploma or GED
• Certification as a Building Inspector by the International Code Council
• Valid North Dakota Driver's license or equivalent
• Knowledge of 2015 International Building Code (IBC), International Residential Code (IRC), International Mechanical Code and International Fire Code
• Knowledge of principles and practices of construction
• Knowledge of accepted safety standards and methods of building construction including materials applications
• Knowledge of inspection techniques for mechanical, structural, and engineering construction

Preferred Qualifications:

• Five (5) years' experience in building inspection, construction, or safety inspections
• Three (3) years' experience in a governmental inspection role
• Degree in construction technology, architecture, building trades or closely related field

Supplemental Information:

Special Working Conditions: Regularly works outdoors on construction sites including uneven ground, weather and temperature variances

Compensation:
Salary ranges from $32-$36/hour depending on experience and training.
